DC Water has informed CSX that it is necessary to briefly interrupt water service on Tuesday, August 18, for users near the intersection of 5th Street and Virginia Avenue S.E. The interruption is expected to last less than 2 hours.
Residents at the Arthur Capper Senior Center, 900 5th Street, S.E., and a small number of other households in the 900 block of 5th Street, S.E., will be affected.
CSX will identify a window of time for the daytime outage and share that with affected residents as soon as possible. The outage is necessary due to the discovery of an undocumented valve that needs to be shut off during the capping of an existing waterline in order to complete other utility relocation work. We apologize for any inconvenience this outage may cause.
As soon as Wednesday, August 19, the western driveway entrance to homes in the 300 block of Virginia Avenue will be blocked during regular work hours (7 a.m. to 7 p.m.). The eastern driveway will remain open during the day, and both driveways will be restored to service outside regular work hours. As work progresses east toward 4th St., the eastern driveway will be blocked while the western driveway will remain open. At all times, one access driveway will remain open.The work is expected to last for about 2 days at each driveway. Temporary barriers and signage will be installed to assist drivers in navigating safely around the work. This is necessary to facilitate relocation of electrical service and water lines. New electric and water lines will also be installed in the public space in front of these homes during the same period, requiring trenches to be dug in that area. Safety measures will be installed to protect pedestrians while this work is being performed. The trenching activity will create noise through the use of trenching and earth-moving machinery.
On Wednesday, August 12, L Street S.E. will be closed midway between 10th and 11th Streets, S.E., blocking access to 11th St S.E. for the duration of the project. Pedestrian and vehicle traffic and parking will be prohibited on the east end of the 1000 block of L St. This is necessary to accommodate installation of additional pilings, utility relocation work, future excavation work and ultimately construction of the new south tunnel.
As part of the closing, traffic control devices and signs will assist drivers and pedestrians in detouring around the closure. Travelers headed east on L Street will be instructed to turn right on 10th Street, left on M Street and then right or left on 11th Street, depending on their desired direction. Southbound drivers on 11th Street will be prohibited from turning right on L Street and will be directed to M Street instead. Access to businesses located in the 1000 block of L Street will be maintained.
Later this month, temporary lane closures will occur on both the north- and south-bound lanes of 11th Street, S.E. Traffic will always be able to flow in each direction, but lanes will be reduced temporarily while pilings and temporary street decks are installed in 11th Street. More information will be provided as it becomes available.
As part of the relocation of the water supply in the 300 block of Virginia Avenue, it may be necessary to interrupt service to residential water customers in that block on two occasions, once to switch service to the relocated main and once to move individual customers’ water meters. These interruptions are likely to occur during the weeks of August 17-21 or August 24-28. Each interruption may be up to two hours in duration. Every possible effort will be made to minimize the time that water service is not available. More information will be provided as plans are finalized. The CSX Virginia Avenue Tunnel Community Mitigation Fund Committee has announced the final criteria it will use to evaluate funding proposals under the CSX Community Mitigation Fund. The Community Mitigation Fund is designed to offset temporary inconveniences resulting from the project and to support neighborhood enhancements. The criteria and applications are available at http://www.nscpartners.org/#!fund-criteria/c12u1. Applications for phase 1 funding are due by September 15.

Comcast has informed CSX that it now plans to complete the splicing at 4th & Virginia Avenue S.E. and 8th & Virginia Avenue S.E. on the same day, Thursday, August 6th, between 9 and 11 a.m. This is part of the utility-relocation work that has been underway along Virginia Avenue, S.E.
Residents who use Comcast services can expect 30-45 minute service interruptions while the splicing takes place. The anticipated schedule is:
Thurs., August 6, 9-10 a.m.: splicing at 8th Street and Virginia Avenue, S.E., potentially affecting subscribers near that intersection on Virginia Avenue and in the 1000 block of 8th Street, S.E.
Thurs., August 6, 10-11 a.m.: splicing at 4th Street and Virginia Avenue, S.E., potentially affecting subscribers in and around the 300 block of Virginia Ave., S.E., and the 800 and 900 blocks of 4th Street, S.E.

As a reminder, two lanes of eastbound Virginia Avenue between 5th and 7th Streets S.E. will be closed to traffic this week. Following this closure, two lanes will continue to be available. These closures were initially announced on June 10.
