FHWA and DDOT will hold another public meeting as part of the NEPA process to provide a project update on the Virginia Avenue Tunnel reconstruction project and Environmental Impact Statement (EIS). Date: Thursday, September 27, 2012, 6:00-8:00 p.m. Location: The Capitol Skyline Hotel, 10 I Street, SW, Washington, DC 20024.
The agenda for the meeting includes a brief project update and status summary and also introduces the breakout sessions, the focus of the meeting. These sessions will include a brief presentation of a particular topic with time for open discussion of each at the topic tables. The sessions are intended to help understand information that will be included in the Draft Environmental Impact Statement that will be made available in a future hearing. Participants will have the opportunity to take part in as many, or as few breakouts as they wish. The breakout format is being used at this point in the process to share new information specific to these topics, and receive input from the participants in an interactive setting for direct exchange of information that provides the opportunity to ask more questions than the traditional Q & A session. The topics include : Alternatives and Construction Sequencing; Traffic and Maintenance of Traffic; Construction Practices and Techniques; “Sounds of Transit” Demonstration, a computer program that simulates noise; Vibration; and Cultural Resources/Section 106. A 30 minute Q & A session will be held after the breakouts and be arranged and moderated similar to past public meetings.

The NEPA process requires evaluation of noise and vibration to determine the effects of those elements of the proposed project on the environment and community. Potential noise and vibration impacts will be evaluated and documented in the EIS in accordance with federal guidelines. These field studies are planned to begin May 21, 2012 weather permitting, and data collection will take approximately one week. A variety of small monitoring devices will be located within public spaces, and the technicians will collect data continuously over 24 hours from rail and highway sources.
